很多商户把刷卡成本理解成一个固定费率,比如 2.9% 加 30 美分。但真实账单里还有 interchange、assessment、processor markup、PCI、batch、statement、chargeback、authorization、cross-border 等项目。税费、小费、退款和部分授权失败是否计费,往往藏在细节里。商户以为自己在比较费率,实际上是在比较一套非常复杂的扣费逻辑。

伊利诺伊的案例之所以值得看,是因为它把“哪些金额可以被收费”这个问题摆上台面。餐饮、服务业和线下零售尤其敏感。小费占比高的行业,如果每一笔小费也参与手续费计算,长期成本会明显不同。销售税同理,商户只是代收,却可能在卡支付链路里承担处理成本。

这并不意味着小商户要等监管给出最终答案。更现实的动作是先把自己的账单读清楚。拿最近三个月 statement,看有效费率、卡种分布、小费比例、退款成本和跨境卡占比。再把服务商报价拆成“卡组织成本”和“服务商加价”,不要只看首页写的一个数字。

如果服务商解释不清楚账单,商户就很难判断自己到底是在为风险、便利还是信息不透明付费。

The Illinois Card Fee Fight Is Really About the Merchant Bill

Payments Dive reported that an appeals court remanded a case tied to Illinois’ card-fee law, keeping alive the debate over how fees apply to taxes and tips. For the industry, the case is about policy and network rules. For small merchants, it is about the monthly processing statement.

Many merchants think card cost is a single rate. In practice, statements include interchange, assessments, processor markup, PCI fees, batch fees, authorization fees, chargeback fees, and cross-border charges. Taxes, tips, refunds, and failed authorizations can change the math in ways that are easy to miss.

The Illinois dispute matters because it asks what transaction amounts should sit inside the fee base. Restaurants and service businesses are especially exposed. If tips and pass-through taxes are included in the cost calculation, the long-term difference can be meaningful.

Merchants do not need to wait for the final legal outcome to act. They can review the last three statements, calculate effective rate, separate card-network cost from processor markup, and ask how tips, taxes, refunds, and disputes are handled. If the provider cannot explain the bill, the merchant cannot know whether it is paying for risk, convenience, or opacity.
